I am Mike Brown, an urban planner and zoning consultant, and I welcome you to my website.  I have a Bachelor of Environmental Science degree from the University of Waterloo and am a registered Urban Planner as well as a retired member of the Canadian Institute of Planners.  For 35 years I have provided consulting services across Canada.  As a partner of Delcan Ltd., a major national and international Consulting firm, I managed their Ottawa division of Urban Planners & Landscape Architects.

I then worked directly in land development with a major Ottawa home builder, obtaining zoning approvals and managing a residential and commercial land development portfolio exceeding $50 million in value.  We built over 400 homes per year.   Subsequently I became an independent partner in the PMA GROUP, providing  zoning,  planning, financial analysis and management services to major Ottawa home builders, prior to moving to Kelowna, B.C. in 1994.

Since 1995 I have owned and managed SmartPlans Ltd., a company providing zoning and municipal planning consulting services to Kelowna and Okanagan residents, Municipalities and Developers.  I also own and manage Kelowna SmartHomes Ltd., a small custom home building & consulting company.

While I have experience in many areas of zoning, community planning and real estate / land development, I tend to focus on five major areas:  “Build Your Own Home Consulting”, City Zoning Applications and Permits, Project Management / Feasibility for Residential Subdivisions, Market Analysis Studies for Residential and Commercial land developments, and Residential Subdivision Design Controls and Guidelines.

I have also conducted an array of specific assignments for Okanagan Municipalities, dealing with Zoning Bylaws, Financial Feasibility, Financial Impact, Density Bonus Zoning, CBD Parking, Mobile Home Park conversions, Secondary Suites, etc.
